The revelation that the Communist Chinese government maintains “police stations” in New York City and other major cities around the world continues to reverberate. Their purpose is to spy on Chinese citizens abroad, and when they step out of line, to forcibly send them home.
According to a report by Isabel Vincent in the New York Post last week, the New York City station has the legal status in the United States as a charity. From the story:
The non-profit America ChangLe Association NY Inc. owns and operates the “service station” located above a noodle shop on the third floor of 107 East Broadway on the Lower East Side, according to public filings.
In May, the IRS yanked the group’s tax-exempt status for its failure to submit tax filings for three straight years, according to public records.
The non-profit, which was incorporated in New York in 2013 and listed its charitable mission as a “social gathering place for Fujianese people,” paid $1.3 million three years later for the suite of offices that houses the Fuzhou Police Overseas Chinese Affairs bureau, filings show.
It appears the “nonprofit” has had its tax status suspended because it failed to file its annual tax return, not because of any proactive attempt by the IRS to make sure that nonprofits pursue their purported tax-exempt purpose. In recent years, the IRS’s investigative and enforcement resources have been poured into harassing conservative groups for political purposes.

“The use of an off-the-books cultural non-profit is a cynical ploy that weaponizes American values of community and cultural identity to covertly attack and harass innocent people is something all of our elected officials need to focus on and allocate resources to put an end to,” said Tom Anderson, director of the Government Integrity Project at the National Legal and Policy Center, a Virginia-based government watchdog group.
The Post story prompted a group of House Republicans to demand answers from Attorney General Merrick Garland and Secretary of State Antony Blinken.
Rep. Jim Banks (R-IN) asserted, “The Department of Justice and State Department must explain why the Biden administration has allowed CCP police to set up an office on U.S. soil.” He continued, “When Republicans take back the House, we will hold the Biden administration accountable for their continued efforts to aid and abet the Chinese Communist Party.”
Two days before this story broke, President Biden was claiming that Republicans “bought into Chinese talking points,” because they opposed the recently passed CHIPS and Science Act.
This $280 billion piece of corporate welfare benefits big, “woke” companies. Biden claimed this boondoggle is necessary for us to compete with China in manufacturing semiconductors.
Of course, he did not mention that his son Hunter, with whom he has shared bank accounts, still owns 10% of a company controlled by the Chinese Communist Party.
Nor did he mention that the Biden Center at the University of Pennsylvania, headed by Blinken prior to Biden’s election, received tens of millions from Chinese entities, as exposed by NLPC.
