Operation Arctic Frost: Senators Expose DOJ and FBI Misconduct in Targeting Trump and Allies

April 10, 2025

Senators Chuck Grassley (R-IA) and Ron Johnson (R-WI) have uncovered evidence of significant misconduct within the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) under the Biden administration.

Their findings, detailed in a March 13, 2025, letter to Attorney General Pam Bondi and FBI Director Kash Patel, reveal a politically motivated investigation—codenamed “Operation Arctic Frost”—designed to target former President Donald Trump, former Vice President Mike Pence, and their associates. This operation, launched in April 2022, raises serious questions about the integrity of federal law enforcement and its potential abuse as a tool of partisan warfare.

A Taxpayer-Funded Probe with Questionable Legality
According to whistleblower disclosures and unclassified FBI records made public by Grassley and Johnson, Operation Arctic Frost involved the seizure of government-issued cell phones previously used by Trump and Pence, extensive interviews across multiple states, and the issuance of over 50 subpoenas. The FBI accessed these devices—held by the Biden White House—without an initial warrant, relying instead on cooperation from the White House Counsel’s office under Dana Remus and Jonathan Su. Only after securing the phones in May 2022 did agents draft a search warrant to extract data, a sequence that suggests a “fish first, justify later” approach to evidence collection.

The scope of the investigation was staggering. Within weeks of its initiation on April 13, 2022, the FBI coordinated with 13 field offices, conducted dozens of interviews and spent approximately $16,000 in taxpayer funds over four days in June 2022 to pursue leads nationwide. Internal documents indicate that the probe, led by Assistant Special Agent in Charge Timothy Thibault—an official with a documented anti-Trump bias—was prioritized “over all other cases” in his branch, despite apparent violations of FBI protocols, including the “No Self-Approval Rule.” This rule prohibits supervisors from initiating and approving their own investigations, a safeguard Thibault allegedly bypassed.

From Arctic Frost to Jack Smith: A Pretext for Prosecution
Operation Arctic Frost served as the foundation for Special Counsel Jack Smith’s subsequent elector case against Trump, which alleges improprieties tied to the 2020 election. Leaked FBI emails reveal a deliberate effort to construct a narrative implicating Trump campaign officials and Republican electors in a supposed “scheme.” The investigation also sought to entangle Trump allies, including former Acting Assistant Attorney General Jeffrey Clark, by merging Arctic Frost with a separate DOJ Office of Inspector General inquiry, granting the FBI access to additional sensitive communications. The senators’ findings suggest that the Biden administration’s DOJ and FBI collaborated to weaponize federal authority against political adversaries. Notably, White House Deputy Counsel Jonathan Su personally facilitated the transfer of Trump and Pence’s phones before Trump was formally named a subject—an action that blurs the line between executive cooperation and political targeting.

Institutional Implications and Policy Concerns
The revelations surrounding Arctic Frost underscore a troubling erosion of impartiality within America’s premier law enforcement agencies. The operation’s reliance on questionable legal tactics, its aggressive pursuit of predetermined outcomes, and its exploitation of taxpayer resources demand a rigorous examination of DOJ and FBI oversight mechanisms. If federal agencies can prioritize political vendettas over procedural integrity, public trust in these institutions—and the rule of law itself—faces a grave threat.

Grassley and Johnson have called for full transparency, demanding that Bondi and Patel produce all Arctic Frost-related records by March 27, 2025. Their letter emphasizes a core principle: “Sunshine is the best disinfectant.” The American public, they argue, deserves a complete accounting of how federal power was wielded and whether it was tainted by partisan bias.

A Call for Accountability
This episode is not an isolated incident but part of a broader pattern of alleged DOJ and FBI overreach under the Biden administration. From the Russia investigation to the handling of January 6 cases, critics have long warned of law enforcement’s politicization. Operation Arctic Frost provides concrete evidence to fuel that debate, highlighting the need for structural reforms to restore credibility and neutrality.
As Washington grapples with these findings, policymakers must address critical questions: How can Congress strengthen accountability mechanisms to prevent such abuses? What safeguards can ensure that investigations remain evidence-driven rather than politically motivated? And how can the DOJ and FBI rebuild public confidence in their mission?

The Grassley-Johnson investigation serves as a rally call for reform. The stakes—preserving democratic integrity and the impartial administration of justice—could not be higher.
