In March 2020, Paul Kamenar, a longtime Washington, D.C. attorney, was named NLPC Counsel. He had already gained attention for representing Andrew Miller in a constitutional challenge to Special Counsel Robert Mueller’s authority, a case that reached the U.S. Court of Appeals for the District of Columbia. While the challenge was ultimately unsuccessful, Paul’s arguments questioning Mueller’s legal standing received significant media coverage and raised unresolved constitutional issues.

Throughout his career, Paul has been at the forefront of legal activism. As Senior Executive Counsel for the Washington Legal Foundation, he represented over 300 Members of Congress, crime victims, and small businesses in high-profile Supreme Court cases. Notably, he represented Senator Barry Goldwater in a challenge to President Jimmy Carter’s termination of a defense treaty with Taiwan and former Secret Service agent Tim McCarthy in a lawsuit against John Hinckley after the attempted assassination of President Reagan.

Paul has also played a key role in exposing political misconduct. In 1984, he filed an ethics complaint against then-Rep. Geraldine Ferraro for failing to disclose her husband’s business holdings. He later argued before the Supreme Court against the American Bar Association’s secret judicial nominee evaluations. A recognized expert on overcriminalization, he has spoken at legal conferences nationwide and briefed Congress on regulatory enforcement issues.

Beyond litigation, Paul has been a Public Interest Clinical Professor at George Mason University Law School, an adjunct professor at Georgetown University Law Center, and a guest lecturer at the U.S. Naval Academy. A Georgetown Law graduate and former officer in the U.S. Army, he remains a leading voice in constitutional and regulatory law, frequently appearing on national news programs to provide legal analysis.
