A federal grand jury in Pittsburgh has indicted Stephen Kostelac on charges of embezzlement. A resident of Fayette County, Pa., Kostelac, 51, secretary-treasurer of the Donora, Pa.-based Lodge 906 of the International Brotherhood of Boilermakers, is accused of stealing dues payments. Prosecutors did not give a specific dollar amount. (Tribune-Review, Greensburg, Pa., 11/30/06).
Former Treasurer in Alabama Indicted for Embezzlement
On November 15, Kenneth Howell Mays, former treasurer for Local 1053 of the International Brotherhood of Electrical Workers, was indicted in federal district court for the Southern District of Alabama on one count of embezzling $37,197.50 in union funds. He had written unauthorized checks to himself from the Demopolis local’s accounts. The indictment follows an investigation by the Labor Department. (OLMS, 12/1/06).
Former Treasurer in Virginia Sentenced for Embezzlement
On November 21, Preston Nelson, ex-treasurer for Postal Mail Handlers Local 305, was sentenced in federal court for the Eastern District of Virginia to one day of imprisonment, to be followed by three years probation, while performing 100 hours of community service for embezzling $13,547.26 in union funds. He also will have to pay $5,363.98 in restitution. Nelson pleaded guilty in August. (OLMS, 12/1/06).
Pennsylvania Local Boss Charged with Making False Entries
On November 16, William Dowdell, former president of Communications Workers of America Local 23, was charged in U.S. District Court for the Middle District of Pennsylvania with making false entries in union records in order to conceal his embezzlement of about $3,200. The local represents technicians and other broadcast employees in the Wilkes-Barre/Scranton area. (OLMS, 12/1/06).
Milwaukee Treasurer Sentenced for Record-Keeping Violations
On November 21, Lois A. Carter, former treasurer of the Local 84101 of the International Union of Electronic, Electrical, Salaried, Machine and Furniture Workers, was sentenced in U.S. District Court for the Eastern District of Wisconsin to one year of probation, 30 hours of community service, and a $25 assessment for willful failure to maintain union records. Carter had pleaded guilty in August. The IUE is affiliated with the Communications Workers of America. (OLMS, 12/1/06).
Wife of Local President in Nebraska Charged with Forgery
On November 15, Nancy Stanek, wife of the president of Local 85 of the United Union of Roofers, Waterproofers and Allied Workers, was charged in Sarpy County Court with four counts of second-degree forgery for drawing unauthorized checks on a union account. Her husband, Stanley Stanek, was not charged with any offenses. The local is based in Omaha; the Staneks live in Bellevue, Neb., part of Sarpy County, immediately south of Omaha. (OLMS, 12/1/06).
Ex-Local President in Washington State Charged with Theft
On November 8, Keith Himel, former president of American Federation of Government Employees Local 498, was charged in Superior Court of Washington, Pierce County, with one count of second-degree theft for willfully filing fraudulent expense claims. The union represents VA hospital employees at the American Lake campus of the Puget Sound Health Care System. (OLMS, 12/1/06).
