Heat & Frost Insulators Training Fund Officer Indicted for Embezzlement

Terry Doan is a perfect example of why a union official should not be trusted with disbursing funds without the approval of at least one other fellow official. The union now has found out the hard way. On November 13, Doan, secretary-treasurer and a trustee of the Joint Apprenticeship Training Committee of Heat & Frost Insulators and Allied Workers Local 84, was indicted in U.S. District Court for the Northern District of Ohio on one count of embezzling nearly $200,000 from the fund over a five-year period. Local 84 is based in Kent, Ohio. The indictment follows an investigation by the U.S. Department of Labor.

According to prosecutors, Doan, now 60, a resident of Deerfield (Portage County), Ohio, back in 2012 used his positions to rescind a requirement that training fund checks above a certain amount have the signature of two trustees. That move gave him carte blanche to steal. … Read More ➡

Heat & Frost Insulators Business Manager in Wisconsin Pleads No Contest; Sentenced

On September 25, Teresa Adkins, ex-business manager of International Association of Heat & Frost Insulators and Allied Workers Local 127, pleaded no contest in Waupaca County, Wisconsin Circuit Court to one count of theft and one count of forgery in connection with the disappearance of funds from the Clintonville, Wisc. union. She then was sentenced to five years of probation for the first count and three years of probation for the second count. She also was ordered to pay $73,618 in restitution and $8,418 in fines. Adkins, now in her late 40s, a resident of Green Bay, had been charged in February 2017 with one count of theft and nine counts of forgery for offenses committed during April 2013-February 2015. Wisconsin Heat & Frost Insulators Business Manager Charged

Teresa Adkins got greedy. And she likely will get a prison sentence for her trouble. On February 16, Adkins, former business manager of Heat and Frost Insulators Local 127, was charged in Waupaca County, Wisconsin Circuit Court with one count of theft and nine counts of forgery in the disappearance of more than $35,000 in funds from the Clintonville, Wisc.-based union, and possibly a lot more. The complaint read: “…(T)he defendant utilized her position and access to union funds to appropriate various amounts of money for her own purposes ranging from reimbursing herself for underperformed services and using a union charge card for personal purchases for both goods and services.” The charges follow an investigation by the U.S. Labor Department’s Office of Labor-Management Standards.
