Northwest New Jersey Boss Sentenced for Embezzlement

Charles Cart has worn many hats in his time.  He’s a leading political figure in Sussex County, New Jersey, having served as its Democratic Party chairman.  He manages a top heavyweight boxing contender.  He runs a health care management business.  And nearly 15 years ago he founded a labor union, Local 16 of the United Service Workers of America.  The connections he forged in the latter two roles served him well for a long while – but now they’re about to land him in the slammer for a brief stretch.  Cart, a resident of Hampton Township, N.J., was sentenced by U.S. District Judge Dennis Cavanaugh to six months in federal prison and another six months of home confinement for his role in ripping off and eventually bankrupting the local.  Cart pleaded guilty last year to two counts of conspiracy for using his company, the Newton, N.J.-based Health Choice, Inc., a third-party administrator, to embezzle union funds.

Ex-Head of New Jersey Local, Benefit Fund Pleads Guilty

Charles Wiener was supposed to be managing the health fund of Local 16 of the United Service Workers of America.  It took several years before people realized that he’d been draining it.  Wiener, 69, who had served as president of the Sussex County, N.J.-based local during December 1996-December 1999, pleaded guilty in federal court on Friday, April 21 to conspiring to embezzlement.  He and two others had been indicted in February 2005 on charges of stealing $284,000 from the local.  Charles W. Cart, 56, a former local president who also had been chairman of the county Democratic Party, faces trial this May; Marvin Raphael, 63, had pleaded guilty two days earlier, on April 19, to conspiracy to embezzle union funds.       

 

Former NJ Party Chairman Charged with Embezzling from Union & Bankrupt Health Fund

A federal grand jury returned a five-count indictment on Feb. 23 against a former Sussex County political party chairman and two other individuals for their roles in embezzlement schemes that victimized Local 16 of the United Service Workers of America and its now-bankrupt health fund.  Charles W. Cart, Charles H. Wiener and Marvin Raphael are charged with conspiring to embezzle a total of approximately $284,000 in health and union funds as a result of a multi-faceted fraud scheme existing between May 2000 and November, 2001. 

 

Yet Another Guilty Plea in DC 37 Scandal in NYC

Helen Greene, the frmr. no. 2 official in Dist. Council 37 of the Amer, Fed. of State, County & Municipal Employees pled guilty on Oct. 24 to falsification of union records, and was sentenced to 5 yrs. probation.

Until her Apr. 25, 2001, indictment, Greene was the only top DC37 boss to emerge unscathed in a string of rigged contract votes and elections, along with nearly $6 million in kickbacks and other thefts, that have led to more than 30 convictions of DC37 officials. Appearing before Justice Michael Orbus in the State Supreme Court in Manhattan, Greene agreed to repay the $13,000 her crimes cost the union. [NY Newsday 10/25/02]


NY Treasurer Sentenced for Embezzlement
On Oct. 11, 2002, in the U.S. Dist. Ct. for the N. Dist. of NY, Anthony Brock, former treasurer of Steelworkers Local Union #4-6989, was sentenced to three years probation and ordered to pay $12,573.40 in restitution after pleading guilty to one count of embezzlement on May 29, 2002. The charges were brought following an investigation by the Buffalo branch of the U.S. Ofc. of Labor-Mgmt. Standards. [DOL OLMS 10/25/02]
