Former President of Maine Health Care Local Sentenced

On February 24, Beal, former president of Downeast Federation of Healthcare Professionals Local 5073, an affiliate of the American Federation of Teachers, was sentenced in U.S. District Court for the District of Maine to eight months in prison and two years of supervised release for embezzling $25,536.91 in union funds over a six-year period. She also was ordered to pay $24,131.32 in restitution plus a $100 special assessment.

Maine Healthcare Local President Pleads Guilty to Theft

AFT logoOn August 27, Benardette Beal, former president of Downeast Federation of Healthcare Professionals Local 5073, an affiliate of the American Federation of Teachers, pled guilty in U.S. District Court for the District of Maine to embezzling union funds in the amount of $25,536.91. The local is based in Milbridge, along Maine's eastern coast. The guilty plea follows an investigation by the Labor Department's Office of Labor-Management Standards.

Montana Teachers Local President Sentenced for Embezzlement

AFT logoLaura Ann Brown's ruse ended last fall. Now she'll have five years to think about it. Brown, formerly president of American Federation of Teachers Local 5095 in Butte, Montana, was sentenced on March 11 in U.S. District Court for the District of Montana to five years probation for embezzling $7,731.54 in union funds. She had been charged last September and pleaded guilty in November. She also will have to pay full restitution and a $100 special assessment.

Former Business Manager of Detroit Teachers Local Charged

Sherri Patrick isn't the communicative type. She'll likely become one, however, not long from now. Patrick's former employer, the Detroit Federation of Teachers (DFT), an affiliate of the American Federation of Teachers, on February 8 filed a criminal complaint with the Detroit Police Department alleging that she'd embezzled $75,000 in union funds. Patrick had served as the union's business manager until last spring and as a member of the Highland Park School Board until late January, citing "personal issues."

Teachers Union Local President in Montana Pleads Guilty

AFT logoLaura Ann Brown headed a union representing employees at a youth mental health facility. What rank and file didn't know is that their boss had serious issues of her own. Brown, formerly president of American Federation of Teachers Local 5095, pleaded guilty on November 12 in U.S. District Court for the District of Montana to embezzling more than $7,700 in funds from her union over a four-year period. She had been charged in September and is set for sentencing next March.

Teachers deskOn September 22, Laura Brown, formerly president of American Federation of Teachers Local 5095, was charged in federal court with embezzling $7,700 in funds from the Butte, Montana union, which represents non-management staff at a residential youth treatment center. Prosecutors say the thefts occurred sometime from late 2004 to late 2008. Brown pleaded not guilty at her hearing.

Philadelphia Teachers Union Treasurer Sentenced for Embezzlement

AFT logoOn May 5, Peter Rhein, former treasurer of American Federation of Teachers Local 3845, was sentenced in U.S. District Court for the Eastern District of Pennsylvania to five years probation and ordered to make additional restitution in the amount of $28,145.76 plus a special assessment of $1,400. He previously had paid $14,500 in restitution. Rhein in February had pleaded guilty to forging union checks totaling $43,600 to cover personal expenses during October 2002-February 2008 and then falsifying union records. The sentencing follows an investigation by the Labor Department's Office of Labor-Management Standards. (Philadelphia Inquirer, 2/4/09; OLMS, 5/22/09).

Washington, D.C. Local Officials Sued for Fraud, Intimidation

The Washington Teachers Union’s reputation couldn’t have sunk any lower than several years ago.  Its chieftain, Barbara Bullock, and close allies in and out of the union from 1995-2002 ran their union like a candy store, ripping off at least $4.6 million from WTU coffers.  It was only in late 2002, with the release of a damning independent audit ordered by the parent union, the American Federation of Teachers, that the reign of theft ended.  Virtually all persons charged in the case either pleaded guilty or were convicted by jury.  Bullock, an out-of-control spendthrift, pleaded guilty and was sentenced to a nine-year stretch in federal prison.  One would have thought that the local’s current leaders would go to any lengths to avoid even the appearance of malfeasance.  But old habits die hard – or at least a recent lawsuit alleges.

Philadelphia Treasurer Pleads Guilty to Theft, False Statements

Peter Rhein’s ride is over.  Rhein, former treasurer of American Federation of Teachers Local 3845, pleaded guilty on February 3 in U.S. District Court for the Eastern District of Pennsylvania to six counts of embezzlement and eight counts of making false statements to the federal government.  Prosecutors charged that between October 2002 and February 2008, Rhein, 42, forged $43,600 in union checks to cover personal expenses.  He also forged the signature of the local president and falsified financial reports filed with the U.S. Labor Department.  Sentencing is scheduled for May 5.  The local represents instructors at Philadelphia’s Lincoln Technical Institute.  (Philadelphia Inquirer, 2/4/09).

Texas Office Manager Charged with Embezzlement, Conspiracy

On December 16, Sarah Crafts, former office manager of the Austin-based Texas Building and Construction Trades Council, was charged in U.S. District Court with one count each of embezzlement and conspiracy totaling $27,197, plus one count of embezzlement of $17,478.  The charges follow an investigation by the U.S. Labor Department’s Office of Labor-Management Standards.  (OLMS, 1/9/09).
